Get mojo_shell building inside chromium checkout.

This brings in mojo_shell and the necessary services to make html_viewer work.

This is copied from the Mojo repo at 272fbba5887d66fc0111e2ab44c1edf67b7f23e0.

I didn't bring in clipboard and tracing. Should I?

Also, I could only test locally on Windows. Because of the size of the patch, I
couldn't "git cl patch" it on Linux.

I updated all the includes in C++ and build files but I didn't resort.

It looks like the trybots might work with a rebase or massage or something? But
rs lgtm if you can get the GN bots to be green.

Dirk told me I can try patching this locally on Linux using git diff. I'll try
that.

btw I have brought in clipboard and tracing services, and fixed it on
Android/Linux after building it there.
