Add missing 'hard_dependency' in gyp targets using grit_action

Add missing 'hard_dependency' in gyp targets using grit_action

The hard dependency is added to all the targets instead of just
being added to grit_target.gypi, because grit_target.gypi is slated
for deletion and should not be used anymore.
