For what it's worth, I consider this CL too large.  It took me at least 30
minutes to browse through every file given the terrible codereview.*.org latency
and other interruptions.  100 files for a change of this nature is the limit (in
my opinion).

Thanks, and sorry about this.  The overall change is enormous (~10k files
changed), and if it were my choice these sorts of changes would be cross-checked
automatically (I have checked these changes using two different methods,
actually) instead of reviewing them manually.

Adding some more chrome/browser/devtools/OWNERS to try and get this finished off
(we're getting pretty close to being able to remove the OVERRIDE macro from
base/compiler_specific.h).

There is nothing devtools-specific in this change, so review from James is
enough.
The devtools_embedder_message_dispatcher.cc file has fine-grained OWNERS. I
suggest you to TBR=tsepez for that.
