Fix BrowsingDataCounter race condition

Fix BrowsingDataCounter race condition

There is a chance that a BrowsingDataCounter is still counting when it is
restarted. To avoid calling ReportResult twice and hitting a NOTREACHED() all
asynchronous tasks have to be cancelled when Count() is called.
