Moved FrameHost::setDefaultPageScaleLimits/UserAgentPageScaleConstraints

Moved FrameHost::setDefaultPageScaleLimits and
FrameHost::UserAgentPageScaleConstraints to have the implementation in
Page, which FrameHost calls.

This is pre-work to remove these methods from FrameHost.
