Looks like this was added a while ago for mesa. If it's no longer needed (ie
bots are happy), then removing this lgtm. cc'ing kbr / senorblanco in case they
know more.

Actually, I think it was added for the GLU tessellator, which we no longer use.

I take it back; this actually *was* for Mesa, not libtess. If Mesa no longer
needs 
it, that's fine (it does seem to compile without it). kbr@ would know for sure.
