Revert removal of AudioBufferCallback

Manually revert https://codereview.chromium.org/2820113006/
That CL causes decodeAudioData callbacks not to be called sometimes.
Apparently, it might be a GC problem where the callbacks are collected
before decodeAudioData calls them.
