webkitpy: Unify the exit status codes.

Move the special exit status codes from layout tests into common to
allow other things like wpt-import to reuse the constants.

Hi qyearsley,

We came across the fact that wpt-import was returning the random 130 value when
trying to understand run-webkit-tests's return behaviour.

This change makes it so that all webkitpy tools can share common exit statuses
making them more consistent and easier for other tools and developers to look
at.
