Cloned from https://codereview.chromium.org/2655543002/ and rebased for landing.

Unfortunately, I don't know the original base revision, so I don't have a PS1
before rebase and PS2 after rebase. I did a visual diff where I opened both of
these CLs in tabs and tabbed between them =P
