This is basically https://codereview.chromium.org/1585463002/ reloaded, now that
we're on the jessie sysroot (or will be, once
https://codereview.chromium.org/2783193002/ made it through the cq again).

Oh, and the test failures were
https://bugs.chromium.org/p/chromium/issues/detail?id=705727 which is fixed.
I'll send new trybots once the jessie CL has relanded.

The jessie switch was just landed again.  Given how troublesome it has been
perhaps we should wait a while (at least a few days) before landing patches on
top of it.   

Otherwise this is great and lgtm.
