Do you know why we have a precise builder here still?  Should we just turn it
off?   Dirk?

Oh, I see, they are not actually running precice, only named that way.  Its
failing for a different reason, but still related to this change.

A revert of this CL (patchset #1 id:1) has been created in
https://codereview.chromium.org/2754443003/ by sbc@chromium.org.

The reason for reverting is: Broken the official rpm builders
(https://bugs.chromium.org/p/chromium/issues/detail?id=701585) and also causes
an apparent regressing in the number of static initializes..
