Prepare to turn on AreCrossProcessFramesPossible by default.

This fixes some incorrect expectations in PlzNavigate unittests, which
were using the wrong policy function to detect --site-per-process
behavior.  It also adds a TODO around another problematic use of
AreCrossProcessFramesPossible.
