Remove NeedToDispatchSelectEvent argument of HTMLTextFormControlElement::select().

Remove NeedToDispatchSelectEvent argument of HTMLTextFormControlElement::select().

A callsite with NotDispatchSelectEvent is updated so that it calls the
four-argument version of setSelectedRange().

This CL has no behavior changes.
