Add support for setting sheriff-specific bug labels.

This makes it possible to only apply the
'Performance-Sheriff' label to the main rotation's
bugs, as well as allow other rotations their own
labels.

The deploy plan for this would be:

1) Deploy as non-default, update 'Chromium Perf Sheriff' to have the correct
'Performance-Sheriff' label. The default version still adding the
'Performance-Sheriff' label to all bugs.
2) Set as default, now the 'Performance-Sheriff' label only gets set when bugs
are created by the the main perf sheriff.
