Move gm-expected to trunk/expectations/gm , and modify scripts that use it.

Move gm-expected to trunk/expectations/gm , and modify scripts that use it.
Left dummy content in the old gm-expected dir to keep Update step happy,
to avoid the breakages caused by r10281.

Could you make the needed change in buildbot in this CL as well?  I think it's
around line 112 of buildbot/master/skia_master_scripts/factory.py and line 466
of buildbot/master/skia_master_scripts/utils.py

OK, PTAL at patchset 2.  I had to update the factory configuration self-test
results... I did a spot-check of some of those new expectations, and they seemed
reasonable.

LGTM. I think _CheckRebaselineChanges in
buildbot/master/skia_master_scripts/skia_build_step.py could go away as well.
