This lives in src/third_party/findbugs and currently we had no owners in there
so I guessed that we need a higher level OWNER approval for that. Am I mistaken?

...and just to clarify, the repository is already there, but I think we created
before having OWNERS in third_party modules.. this patch updates it and fixes
the OWNERS issue too :)
