Remove ganesh whitelist for all Android Lollipop devices

Some old devices are getting lollipop update without updated drivers.

lgtm.  I had to blacklist another GPU type due to bugs after L upgrade in
https://codereview.chromium.org/949423002 .  I think this pattern is showing
that the plan of incentivizing vendors to fix drivers before shipping L upgrades
isn't workable.  I think the OpenGL ES 2.0 drivers being swept up in this rule
are ancient and no longer maintained by their original developers, and the OEMs
trying to ship L on them have no real ability to fix them.  The K+ES3 whitelist
seems to be working fine though so let's try to hold the line on that one (which
should cover newer devices).
