Blacklist GPU raster and canvas on all PowerVR SGX.

Unfortunately, an OEM Lollipop build on an SGX 544 shipped without
fixing the driver bug causing GPU raster to be incorrect, so
unconditionally blacklist PowerVR SGX GPUs.
