ntp: remove ShownSectionHandler and all references to it

it's not a part of ntp4. It controlled the display state of the various sections in ntp3.

there's lots of references to GetNTPThumbnails/SetNTPThumbnails &
GetNTPMenuMode/SetNTPMenuMode

well the try runs are green from patch set 2, although the functional tests
don't seem to get past the "running" stage with no output. But I think that's
normal.

pyauto_functional_tests does not run by default. You'd need to use -t
pyauto_functional_tests flag to the try job if you want to run it.

Since you're only removing tests, I'd say don't bother. (But please ensure that
the pyauto bots linked at the top of the chromium waterfall remain green, after
you checkin)
