final" should be used

is that a change we're making today, or is this CL supposed to only swap
OVERRIDE for override?

This change is only supposed to change OVERRIDE to override, and FINAL to final
(if these exist).  dcheng will handle the "only one of virtual, override, or
final" change lager (details in the linked bug).
