Make the proxy override bubble sticky (not dismiss on focus-loss).

It likely shows at startup and we have complaints about people not being able to read it before it goes away (probably due to the focus-storm at startup).

LGTM.

We want to be sure to be careful when using CloseOnDeactivate(), so as not to
fall back into crbug.com/383307.  That being said, proxy control is a) dangerous
and b) relatively rare, and this bubble shouldn't show up more than once (for
one extension controlling proxy), so it's probably the right choice to persist. 
But if we have to do this too much more, we should think about a better way
(perhaps using the new toolbar somehow?).

Yeah, I know. I've already mentioned to Alex Ainslie that we should change the
behavior of bubbles so that they only dismiss on focus loss if the focus loss is
a result of a user-gesture. Then we can get most of my bubbles off of the "don't
dismiss on deactivation" train. He was going to do some experiments.
