Make LockImpl::Unlock available for inlining

Make LockImpl::Unlock available for inlining

This function is hit frequently and we'd like it to available
for inlining even in non-LTO builds (see bug).

Please take a look.

I wanted to do ::Lock as well, but it's complicated due to
ScopedLockAcquireActivity. I can't include activity_tracker.h in lock_impl.h
because it creates a circular dependency. If anyone has ideas, please let me
know.
