[Extensions] Fix FeatureProvider::GetChildren()

FeatureProvider::GetChildren() was returning children that were
explicitly set as no_parent. Fix this, and add a unit test.

This also fixes PlatformAppBrowserTest.Restrictions with native
bindings.
