Removing unused HasHorizontal/VerticalScrollbar methods from WebFrame.

The HasHorizontalScrollbar and HasVerticalScrollbar virtual methods
from blink::WebFrame do not have any callers and can be safely
removed.

No intended behavior change.

HasVerticalScrollbar methods have already been calling through
WebLocalFrame.  Yay!
