Reason for revert:
According to UI-reivew, 'Guest' should be capitalized because it's
treated as a stand in for a user name (e.g. in the status tray) since
it's a special mode.

I think it is better to use IDS_BROWSE_AS_GUEST_BUTTON instead of
IDS_GO_INCOGNITO_BUTTON as the button actually opens a guest profile not an
incognito one.
