This reverts commit 6cb138dd7f4d900c66b22f22b9bbde1b0c4ff975.

The "winio" project has reportedly fixed the underlying bug, so let's
try this again.

well, crap
looks like they've added cgo dependency exactly to fix the bug that was hitting
us (see
https://github.com/Microsoft/go-winio/commit/23ad5a714ce953959ea79723df23a913...)

We don't support cgo currently in our builds.
