One title nit:
s/Revert "Revert of Use..."/Reland "Use..."

And a tip for future reference:
It's a lot easier for reviewers to see what's changed (and review the reland) if
you upload an initial patch set as the version that landed (with the bug), and
then upload a second patch set with changes.  For an example, check out
https://codereview.chromium.org/2822373002.  This way, you don't have to add the
comment about "the only thing that's changed is this line" - it's viewable from
the Rietveld deltas.
