Fix a bug that old height is set in DoUpdateIfPossible().

- Call SetSize() after calculating the new height.
- Add basic unittests for MessageListView::RemoveNotificationAt and
  MessageListView::ClearAllClosableNotifications.

TEST=message_center_unittests pass.
