The Capture tab still works, which is pretty cool. 
So I guess the next step (assuming no one complains) is to remove the live
events capture functionality from net-internals?

The next steps as I see them are:

(1) Get the external log viewer web app updated, and preferably running its
tests in the catapult repo (although we could cut corners on the testing if
really necessary).

(2) Do a Chrome stable release, in which chrome://net-internals{#capture,
#import, #events, #timeline} are noted as being deprecated. Similarly to what we
did with #export, this gives us a final chance to shake out any issues with the
transition

I anticipate some complaints regarding the loss of realtime #events stream, but
hopefully that won't block the conversion.

(3) Delete the deprecated tabs: chrome://net-internals{#capture, #import,
#events, #timeline}. This is the majority of code, including probably the
scarier code (i.e. parsing user-controlled data and displaying it); so targeting
it first gives the biggest benefit.

(4) [lower priority] Get rid of chrome://net-internals{#proxy, #dns, #sockets,
#alt-svc, #http2, #quic, #sdch, #cache, #modules}. While we could do this all at
once in step 2 and 3, that seems like more work for less reward. Removing these
ones is likely going to be more disruptive, since I think they are more likely
to be used for realtime information. Also, we will want to pull out the
"actions" parts of these ("clear host cache", "close idle sockets", "flush
socket pools" to a different UI surface in net-internals

(5) Profit.

With the duplication resolved we can focus on what matters. I would really like
to see us push out updates to the NetLog format, which right now feels somewhat
blocked on the migrations (i.e. having 2 exporters, and 2 importers to update).
For instance, we should switch to the bounded NetLog writer, and also compress
the final result. (It is also quite a bit simpler to rely on decompression
libraries in the external javascript app, since we can bloat it as much as we
like, and security isn't much of a concern).
