[DevTools] Listen to RenderFrameHostChanged after crash with PlzNavigate

During cross-process navigation after crash, RenderFrameHostChanged is
called early with new RFH, and the old one goes away. This happens before
ReadyToCommitNavigation and we should change current RFH to avoid accessing
the stale one.
