Revert of Don't set a default value for the NTPContentSuggestionsEnabled policy if ChromeHome is enabled (patchset #3 id:40001 of https://codereview.chromium.org/2806453002/ )

Reason for revert:
The hack isn't required anymore, let's get it removed before branch point :)
