Rewrite references to "wtf/" to "platform/wtf/" in core/svg.

Rewrite references to "wtf/" to "platform/wtf/" in core/svg.

This is essentially the result of the following shell command followed by
git cl format:

    find . -type f -exec sed -i 's/"wtf\//"platform\/wtf\//g' {} \;

DEPS is updated in order to prevent further introduction of "wtf/".

There are only a few left: the rest of core/, Source/devtools,
and public/. I think that's all but I may have missed some ;)

Next, I'd like to explore a way to introduce WTF::Deque like
data structure in base/ (or somewhere in chromium). I can
also do Oilpan+wtf merge in parallel.
