[Android WebAPK] Fix regression by https://codereview.chromium.org/2725813004/

Since we already fixed the issue that we shouldn't update an WebAPK in use, how
about just remove this entirely?

Your suggestion makes sense. However, I would rather remove this logic in a
separate CL. It makes the "git log" cleaner
