Add IID_PPV_ARGS_Helper for ScopedComPtr

Add IID_PPV_ARGS_Helper for ScopedComPtr

This allows callers to use IID_PPV_ARGS with ScopedComPtr.
Also moved some of the internal code to use IID_PPV_ARGS directly.
