Hey Chris,

This is the part of https://codereview.chromium.org/2716583005/ which removes
the promotion trigger for sticky position if it is unconstrained (i.e. will not
move with scroll). This also fixes a squashing bug that we shouldn't squash
sticky position elements with each other because they can move independently.
