Add custom accessibility actions to ReadingList

This CL adds 6 custom accessibility actions to Reading List:
- Delete entry
- Mark Read/Unread
- Open in New Tab
- Open in New Incognito Tab
- Open Offline in New Tab
- Copy Link

For now the actions are no-op.
