In https://codereview.chromium.org/2697293003 I saw that the autoresizing mask
was done in both the AvatarButtonController and the BrowserWindowController, so
I removed the one in BWC. Turns out that the incognito avatar is
AvatarIconController, somthing completely different.

This moves the mask setting into BWC, centralizing it.
