As you have seen in https://codereview.chromium.org/2737463002 and
https://codereview.chromium.org/2737463002 we are adding annotation to network
requests.

Requests that are created just for testing do not need annotations and just
require a flag stating that they are test. I've added this to 3 files in
remoting/test. Please verify that these files are really only used for testing
and review the changes.
