Oh good catch! I was looking at the wrong place when I wrote this. I have
changed this to be _SANDBOXED instead. I believe that is equivalent to the
current code.

I also added DCHECKs in CallOnIO (and SendOnIO) so that UNSANDBOXED is never
used on non-windows (since it looks like it's currently used in exactly one
place, and only for windows).
