Use git cl try-results intead of Rietveld in wpt_expectations_updater.py.

The purpose of this is to allow WPT import to use Gerrit.

The main thing that I'm uncertain about in this CL is whether it's a good idea
to make methods return canned results like this.

Doing it this way seems fairly simple, but also means that the class under test
needs to have a get_latest_try_jobs method exposed...
