[TTS] Add server control from a field_trial param.

Add support to set the contextual cards integration version
explictly from a field trial param.

This will let us control a server-side feature from the field
trial config and evaluate client usage differences.

BTW, I ended up agreeing with you that it's simplest and most reusable to just
send the contextual_cards_integration level.  We can decide whether to control
the version via finch or server later when we decide to reuse the flag.  I'm
leaning towards splitting the finch config, but with luck we won't have to.
