Remove unneeded #defines from libjingle_xmpp.

Remove unneeded #defines from libjingle_xmpp.

Specifically, "FEATURE_ENABLE_SSL" and "FEATURE_ENABLE_VOICEMAIL".

Compilation without these defines no longer works or is tested, so
removing them should reduce some confusion.
