Instead of using the last bucket, use the first bucket when no location is available.

Metrics LGTM.  In general, we recommend renaming metrics when their semantics
change, so that the dashboards don't end up showing data of mixed semantics. 
I'll leave it up to you and the team to determine whether that's appropriate in
this case.

I think we will leave the name unchanged. These metrics are new and we are still
ironing out the bugs. We only have four days of Canary data so far.
