MD Settings: Fix policy-related reentrancy crash for People page.

Repro steps:
 1) Using MD Settings, sign in with SyncDisabled policy set to true.
 2) Set SyncDisabled policy to false.
 3) Click the Sync Settings row.
 4) Observe DCHECK crash.
