Remove multi-install from installer_util.

Remove multi-install from installer_util.

This cleanup CL:
- Removes InstallUtil::IsMultiInstall.
- Removes MasterPreferences::is_multi_install.
- Removes various multi-related constants.

- Removes the concept of a "type" of BrowserDistribution.
