third_party: Use libdrm third_party libdrm by default.

Once chromeos-chrome starts adding the gn argument to use
system libdrm (https://chromium-review.googlesource.com/c/422887/),
we can set the default to third_party so that workstations and
trybots will start using a newer version of libdrm.
