mojo:: Rename mojo::GetProxy() to mojo::MakeRequest()

mojo:: Rename mojo::GetProxy() to mojo::MakeRequest()

we decided that mojo::MakeRequest was a more suitable name for this
helper function than mojo::GetProxy.

This CL was created by running mass search-and-replace (suitably guarded
to avoid changing unrelated GetProxy() functions), followed by
"git cl format".
