Add IdleSpellCheckCallback to LocalFrame

Add IdleSpellCheckCallback to LocalFrame

This patch makes each LocalFrame own an IdleSpellCheckCallback. Future
patches will make this callback handle spell checking in the frame when
IdleTimeSpellChecking is enabled.
