Move SetupMetrics() to PreMainMessageLoopRun

Move SetupMetrics() to PreMainMessageLoopRun

This allows the Browser Task Scheduler to initialize during
CreateThreads since SetupMetrics() ultimately requires use of the
blocking pool. The blocking pool has to be redirected by the Browser
Task Scheduler before this point
