Remove ContextLifecycleObserver from ActiveDOMCallback

ActiveDOMCallback doesn't need to inherit from ContextLifecycleObserver.
It should just hold a member pointer to ExecutionContext.

This is a part of efforts to reduce # of ContextLifecycleObservers. Currently
there're classes that are unnecessarily deriving ContextLifecycleObservers.
